My Lord Duke,

I have the honour to submit for Your Grace's consideration the attached copies of correspondence relating to a complaint made by certain Chinese against the Consulate for Chili in this Colony.

This case affords an indication of the methods of some of the Consulates here and I would suggest that the Secretary of State for Foreign Affairs should be asked to have the conduct of Mr. Molino, who has left the Colony, brought to the notice of the Government of Panama.
